Going to say Shereka Boykin is the only thread consistent across all of these cross referenced games since 1991, and she is CPS. Given that and Terrence Whaley's gaslighting note, this organization may need to be eliminated for mental health issues and stalking.
Billy Euell was one of the earliest with the child advocates suggesting to exploit people with "seeing" yet not communicating like adults this guy is playing off of for his own humor as well.
